you bought BMWs flagship car and the only choice you should have is color inside and out. Thats it- everything else (for the USA) is standard. I suggest you:
1- pay the bill for the rack under protest

2- call BMW NA and discuss the situation with them- if it is not resolved I would find out whom to send a letter to over there and then send it along with copies to the sales person who sold you the Z8 as well as the managers of the dealerships that you use (service + sale).

IMHO you should not accept this.
