BMW owner's circle url?? (archive)

Anyone know where to get to this? Am having a problem with my dealer in getting my hardtop (they're choosing to ignore my communications). I recall Z8Bob stated that we should try out the BMW Owner's circle, but couldn't find it off of www.bmw.com..??
